In EVE you advance your character by training skills. You are being given the Shield Operation skillbook now. Next you will learn how to train the skill.
Shield Operation Skill at operating a spaceship's shield systems, including the use of shield boosters and other basic shield modules. 5% reduction in shield recharge time per skill level.

To access your skillbook, open your items hangar, which is highlighted now.

To train a skill, you need to add it to your skill queue. Open your skill queue now by first opening the Character Sheet. It is highlighted now.

Once inside the Character Sheet, you can find your skills in the Skills tab. It should already be viewable now.

The skill queue allows you to schedule the next 24 hours of training. If the training time on a skill exceeds 24 hours, it will be added to the end of the queue. Drag the Shield Operation skillbook from your item hangar into your skill queue. This will automatically inject the skillbook into your brain. Now drag the skill from your character sheet another three times to fill your schedule. You can find the Shield Operation skill under the Engineering category. Finish by clicking Apply to confirm the schedule and begin training. Note that skills train in real time, so you should always have one in training.
